Why the upstairs is always cold and the basement is roasting
Almost never the furnace. Usually ductwork, and often fixable for a fraction of what people expect to spend.

One room, or one whole floor, that never gets comfortable. People assume they need a bigger furnace. They almost never do.
Heat rises, but air does what it is told
In winter the upstairs should be the easy part. If it is cold, the problem is nearly always that not enough air is getting there, and that is a duct problem rather than a heating one.
The usual culprits
Undersized or leaky ducts
The run to the far bedroom is too small, too long, or leaking into a joist space on the way. Leaks in unconditioned areas are the worst of these, because that heated air is paid for and then dumped into an attic.
The room over the garage
The single most common cold room in this area. It is exposed on five sides instead of three, it was often insulated badly when it was built, and it usually got the same duct run as an interior bedroom. It is not a mystery, it is arithmetic.
No balancing, ever
Most systems were never balanced after installation. Dampers exist for exactly this and are frequently untouched since the house was built.
A return that cannot keep up
Air only goes into a room if it can get out. Bedrooms with a single return and doors that get closed at night starve, which is why a room can be fine all day and cold by morning.
What actually fixes it
Measuring first. Static pressure and airflow at the register tell you which of the above it is. Then, usually in this order: seal what leaks, balance the dampers, add or enlarge the run, and only then talk about a zoning system or a mini split for a room that cannot be solved any other way.
What does not fix it: a bigger furnace. A bigger furnace makes more heat that still cannot get up there, and short cycles while it does.

Quick answers
Would closing vents downstairs push more heat upstairs?
Slightly, and it causes more problems than it solves. Closing registers raises static pressure across the whole system, which reduces total airflow and stresses the equipment. Balancing at the dampers is the controlled version of the same idea.
Is a zoning system the answer?
Sometimes, but it is the expensive answer and it should come last. Sealing and balancing existing ductwork solves a good share of these for far less, and any zoning system fitted over bad ducts inherits the bad ducts.
